I am a codecharge/php newbie. I have a grid that should only be accessible by a user that is already registered in the database. So i need some error-handling that checks the IP address, Host Name, and User ID (auto incrementing) and if they exists then it allows them to query a table. but if they don't exist in the database it redirects to a user registration page.
Please advise. Thanks a lot.

Checking all that is not needed and probably will not help you. You probably should simply direct users to the Login page. Once they login then they will be able to access your grid page. Please use the "Restricted" property of your Grid page to specify user levels who are allowed to access that page.
Of course on the login page you can also place a link to your registration page.
You can see how this is done by going to the General -> Announcements forum on this Website. If you are not logged in then you will see the login page and will be required to login first.
