What is the "new popup format"? Do you have a link? I have not heard of
anything like this.

Those are nothing more than a bit of simple CSS - a container <DIV> <SPAN> or whatever - which has been given a 'position: absolute' and top/left coordinates to place it on the page at the desired location. One of these also incorporated some javascript to 'slide' the container onto the page.
In short, they are not popups, they are content on the page, but positioned outside of the normal page flow.
As I said, done with basic CSS techniques.
