File encoding - Norwegian letters in Win2000

Which file encoding should I use for norwgian letters ?
In XP I have no problem, but the norwegian letters in Win2000 isn't there.
I have tried Central European iso-8859-2, but I didn't be better.
Can anyone help me?

Try US/Western European (Windows-1252)
