This is more of a general building question.

Is it better to include pages or use panel functionality.

This depends on the case, but generally includable pages are great for "componentizing" a Web application, so that you can hide, reuse and cache components like Grid, Record, Calendar, etc.

Panels are useful to hide elements that cannot be included, like parts of a grid or record. Panels can also be used to hide non-dynamic HTML areas/snippets.

Though if you simply want to hide a grid or record form then neither includable page nor panel is needed.
