 Server On Validate Not Working

CCS 2.3; PHP4; MySQL 4

I have a record form, standard builder used, nothing fancy. I have a field
on the form where I have a Server On Validate for Phone. However, for some
reason this validation does not work at all. The information is submitted
to the database as is.

I've validated the submit button has validation enabled. If I change the
field to Required=Yes, that validation works and the error is displayed if
left blank.

I've wiped out the form and rebuilt several times over now, and still get
the same result. What am I missing?

I found that by deleting this entire section of code and letting CCS
regenerate makes things work again:

//BindEvents Method @1-39FF2B6B
function BindEvents()
.
.
//End BindEvents Method

Switch to another view then back to Code view and now all is well. This
section must've got messed up at some point.

It has been our practice here that this is the first thing we would check should any of the event is not working as expected. The line that binds a particular event sometimes disappeared and we will reenter it manually to bring things back to normal.

I had this happen to me just the other day. Finally, it dawned on me I must
have hit the spacebar without noticing. The BindEvents function was not the
normal 'gray background' - thus I had somehow modified it.
