I understand that include page in design mode has HTML

  
<link rel="stylesheet" type="text/css" href="../Styles/{CCS_Style}/Style.css">  
<meta http-equiv="content-type" content="text/html; charset=iso-8859-1">

in order to preview include page in design mode ...
the problem is after publishing the project
the meta tag is removed but style lik is not.
