I need to make choices very quickly between using PHP, ASP, or .Net. I have
a moderately involved webapp using database, download, uploads,
registrations, taking money, etc. I am an experienced programmer but newbie
to webprogrammer and need to have something demonstrable quite soon. Thanks
for any advice or directions.

Everyone may provide a different recommendation based on their experience. You can just pick a random choice and it should be as good as any other. Or you can try couple technologies and pick something based on your own experience.
PHP is most popular, easy to learn, runs on Windows and Linux, and there are millions of related resources and code samples on the Internet.
If your experience involves creating Windows applications then ASP and .NET are supported out-of-the box by several Windows flavors and code syntax is similar to Visual Basic and MS Access.
