Is it allowed to use CCS to develop an open source webapplication.
And publish the source code of the webapplication under something like GPL?

You are the developer of the application, so you decide under which License
you wish to distribute.
Except for any 3rd party tools you include in your application and deliver
to your customer.
3rd party licence might apply, check with 3rd party.
CodechargeStudio is a product bought and paid for by the developer and has a
strict license.
But in your application you are not distributing CCS as such, so no license
applies to your customer.
You are distributing the product of your imagination build with a tool.
It's a bit like selling a boat you build, it's your product as you are not
selling the hammer you built it with.
Only point of attention (but minimal) are the style sheets, but I think you
can safely ditribute those.
I would post a message to Yes for that.
