CCS 3.0.3.1 Lock when adding second connection

I have one project that locks when I try to add a second connection. I have another project that uses the same 2 databases so it does not seem to be the ODBC connections. I suspected that it could be a file attribute problem but used attrib to remove all attributtes to no avail. I can change the properties of the existing connection without any problem.

I'm baffled.
