 Style folder duplication - why??

Hi there,
I am in the process of setting up a project.
In the settings under "Server/Script" I have set my Template folder to be "html" - this is a great feature because it means my designer can get in and not worry abou what pages he shoould be editing.
However, now when I publish the website... I get a Styles folder at both the root level and in the html folder, the Styles folder within the html folder has replicated the folder structure but has no files.

I would love to have the Styles folder in the template folder.. but I don't want it replicated in 2 different places... why does it do this?

Can i change the default location for the styles folder also?
