I mean, if you work with Includable page there is no chance to use (and see your page in edit mode) styles (css file) because includable page has no HEADER section. So you can include style as usual and see it BUT it also comes into result HTML code for your main page.
So the idea is to have some 'virtual" styles which will be visible only for design/edit mode and does not come into HTML code.

Further to Gena's wish,
it could work synchronical with the <meta> tag being added and not generated
at this very moment.

What seems logical is to have an option 'comment' tags like are used
elsewhere and anything outside of its begin/end block would not be published
with the page.
Or, perhaps retain the complete html, head, body tag structure and (by
virtue of being marked as Includable) the stuff outside the <body>..</body>
would be discarded when the Include is published.
