I am evaluating CCS and I realised CCS3 was shipped fairly recently ie Nov'2005. However I would be very interested to know what the planned new features of CCS4 are... to help with my decision making.
Also a planned shipping date would be great.

You will probably not receive a valuable answer to this question.
It has been posted in the Wishes forum already and not generated ans answer.
Why not? Because this is a user forum, and we know about as much as you do.
There are some users connected to the developer but this kind of questions historically were never answered by them.
If this question is really important to your evaluation I would suggest contacting support.
My 2cts, This version is indeed young, regularly updated and current.

I think CCS4 should add a chart make tool just like jfreechart/Cewolf etc.

Actually YesSoftware was working on CCS4 but suffered a major setback.
To ease code development a new telepathic interface was being developed to assist folks in visualising the website they wanted and CCS would then develop it.
Unfortunately a small typo was introduces so that instead of the instruction "Terminate Program Immediate" being run the code "Terminate Programmer Immediate" was run and this cause the sudden demise of several key programmers.
Luckily the clones are growing nicely....

You can use Infosoft Global's charting components.
They are SWF files to which you pass an XML representation of the chart in
questio.
AS such, it is cross platform. I use it extensively. We have developed
class wrappers for both ASP and PHP which greatly facilitate the generatio
of the charts. These classes, however, are proprietary at this point. We
already support all of the regular charts as well as the instrumentation
charts.
