 How to set the charset for Server.URLEncode

Please can any one know how to set the charset (non english language) for the
Server.URLEncode(strValue) function i want it charset="windows 1256"

Mike,
you can change encoding in translation files located in ../CodeCharge/Translation folder.

I try this but its doesn't change the charset for Server.URLEncode function
