 Security Levels

Is it possible to have your own name and system for UserRights and also is it possible to have unique security levels, i.e. people with a security code of 1 can only access a page with a security level of 1, people with a security level of 2 can only access a page with a security level of 2 and NOT a page with a security level of 1.

Therefore have them as unique security settings as opposed to a heirarchical level.... basically prevent user with a higher number accessing lower pages?
