I have a selection of ten sites and would like to create a universal banner system that will allow me to place random ads for the other sites and also monitor clicks between them? is this possible using javascript?

Have you looked at http://www.scriptmate.com yet? I am using this in conjunction with CodeCharge Studio on http://www.aroostook.com and they work great together.
