 Best Practices for CodeCharge RFP/RFQ

I need to work on a Code Charge, PHP, MySQL RFP to do a website with a private area (maybe a portal?)

1. What specifically can/should be written in the RFP to make sure I get the maximum leverage of CodeCharge RAD (save initial and maintenance labor)

2. What other best practices can I follow for developing the RFP/RFQ.

3. Is there anywhere besides this forum I should post the available work for review?

4. I may have more than one developer ultimately do different aspects of the ultimate project, perhaps at the same time. What can I specify to get a standard look and feel besides just saying "codecharge"?
