Just wondering if it's just me, as I work this problem through the official
support desk.
I am getting:
Error
Source: Microsoft JScript runtime error
Description: Automation serer can't create object.
[OK]
popup messages when I open projects., I can't publish because CCS locks up,
and when I try to open the 'Project->Settings' dialog I get:
Dialog Loading Error occurred.
Automation server can't create object.
[OK]
Reverting to 3.1.0.2 didn't make the problems go away.
I'm using Win2K, not WinXP.

And now I just received the 'kiss of death' from support - 'This issue is
not related to CCS' and instructions to Google for 'automation server can't
create object'
I think that really means 'I don't know and I give up.'

What should support do: Come to your home and repair your windows
installation?
I had the same problem. Something has changed the rights in the
registry. A windows repair installation solved all issues.

AFAIK, this type of problem was reported to support previously by other CCS users, but always (or almost always?) resolved later by those users. They reinstalled some Windows component, fixed something, browsed MS Support Website, Google, etc.
There is a chance that this could be resolved on CCS end (and should be if it's consistent), but I think that support's advice is based on their experience, therefore researching such error on Google is not a bad first step.
I can escalate your support case if you have some ideas that would help us reproduce this problem, especially if this is related to only one CCS project.

I think I have it fixed. I did a repair of version 2.3.2.28, which I
continue to use for a few things. It also was acting up following the
3.1.1.0 upgrade, so I figured I'd uninstall/reinstall 2.3 but since 'repair'
was an option, I started with that. That seemed to do the trick.
So this suggests there's something common between the two versions that was
broken?
I'm putting this in the case log., too, to be official about reporting it.
As a side note, it's really not very good customer service technique to toss
out a generic Google link as a means of closing out the case. It makes that
seem even more cold and insensitive to preface it with 'It's not a CCS
problem, it's something else' - even if it is true. I know what 'automation
server can't create object' means. And early on in the case I asked:
Can you identify the general area/cause - what's CCS doing at the point I
get this error? I might be able to help zero in on whether I have something
configured or installed improperly. Perhaps I have a COM/COM+ issue external
to CCS that existed but wasn't apparent until this version of CCS disclosed
it to me.
Armed with more information, I'd probably have been Googling more - and more
intelligently. There are a bazillion ways to get a COM error unfortunately.
After I asked, we had a few more exchanges and then I was told to go Google
for (essentially) what I'd previously told the tech. He ignored my plea for
some clues as to what CCS might have been doing at the point of failure.
Knowing that, I could have done a lot more to help myself.

I had a similar problem, kept getting the Dialog Box error:
Dialog Box: Builders Common
Builder initialization: automation server can't create object
when running the project builder
or when opening a project CCS would crash with the windows error
AppName: ccs.exe AppVer: 3.1.0.16 ModName: ccxhtml2xmlconverter.dll
ModVer: 3.1.0.16 Offset: 00046482
I managed to fix it by installing the Microsoft XML Parser package from Microsofts Website
and then reregistering the msxml3.dll by entering :
Regsvr32 %windir%\system32\msxml3.dll
in the Run dialog and clicking ok.
