this is obsolete.
this is regarding CCS versions prior to 3.2.
Hello,
I have done a drop-in replacement for using SQLite ver.3 instead of SQLite ver.2 that easily fixes the problems with PHP and PDO/SQLite.
My fix is available for FREE to everyone on the CCS Marketplace section.

I see there is native PDO adapter in CCS 3.2.
