How to modify HTML Tag ?

Hi,

I am developing an application that uses a HTC (microsoft HTML Component).
There is a way to modify the <HTML> tag from CC to generate the template with the <HTML XMLNS:XS> tag ?

it seems to me that it could be done via editing generated files only.
