 Locales and encoding

I'm working on multilingual page. I have guestbook form and based on locale I change language of fields labels. All languages have charset set to UTF8. Problem is that if I enter data with Craoatian special characters in croatian locale they are not displayed correctly when viewed in English or other locale and vice versa.

What I need is that no matter what locale is used to enter guestbook entry it has to be displayed OK in all other locales. I thought setting charset to UTF for all languages should do the trick but it does not...
Of course, page with grid to display data is also set to UTF..

Any suggestions on how to fix this???
