Hi.
Wecome!
As a once Very Frustrated Newb, (recently graduated to a Less Frustrated Newb) my advice is to do yourself a HUGE favor and get Navicat. (www.navicat.com)
Makes dealing with mysql databases painfully easy.

The later versions of XAMPP include an XAMPP Control Panel Application.
That is one of the ways to start the various parts of XAMPP Apache/MySQL etc.
Other way of starting MySQL is starting a command prompt and change directory to your XAMPP directory.
There you should find several .bat files to start and stop XAMPP.
If XAMPP is started correctly in Browser type "localhost", to see all is installed and runing correct.
Now for mysql command line interface:
Open a command-prompt window and type the following:
c:\> "\<path to xampp>\mysql\bin\mysql.exe" -u root -p
this will attempt to log in using user root and prompt you for password.
From then on everything should be standard MySQL, read their helpfiles if needed.
