 coding menus without frames

I'm about to add some menu structures to my pages. My question is, and I''ve never used multiple frames before and I understand it's considered passe`, how do I create menu's in the html code without using frames? Are there many options and, if so, what are they?

You can wait for CCS4 which has a menu builder.

If you can't wait, go to www.codechargetools.com and check out their menu builder.
