Rather than having to go to Project Settings, Locales & Encodings, and
clicking the Translations button there, would be nice to have a Toolbar
button.

Although you can also:
In project explorer (left pane) click Resources->Locales-><Language>
That will bring up translator.

hi,
yes you can do it with project explorer but specially if you have many files in the project, that means you still need to do few clicks instead of one, and thats important if you do it often.
I don't know about the other users but I use this feature in all my projects, even if project is on one language only - as its easier to change texts used on entire site in only one place.
