Can someone please let me know why I keep getting this annoying message from CCS?

I have tried placing Tomcat 4.1 servlet.jar or jwsdk servlet jar file in site class path but I still get errors.

Error:
BUILD FAILED
Servlet 2.2 API is not found in your Class Path. Please add it to site Class Path property.
