I have found the best way is to copy and paste the HTML from your existing page into a page in CCS.

- copy the HTML to clipboard
- create a blank page in CCS
- switch to HTML view
- wipe the HTML out or when copying your HTML from original, only pick up the stuff in the BODY section
- paste your HTML into the page

now switch back to Design tab and you can use the builders to insert CCS elements.
