Not Java Specific answer, meaning I do not do the JavaJive.
1: Builders have option to set navigation, did you pick one.
2: Is your base SQL for the Grid a simple SQL or a JOINED SQL
because if it is an SQL that the builder cannot do a COUNT() on, it will not now how many records are in how many pages and therefor not display navigator, as it assumes it is showing all records.
3. Records per page and page size, not onflicting with each other and not larger than maximum number of rows?

1.I use App Builder to generate webpages, I think the Navigator option should be choosen by
default
2.My SQL is one simple SQL
3.The Records per page could work, but just not display that navigator
I tried other code such as php and asp, both work
And I aslo created JSP sample--Intranet provided by CodeCharge, no problem
Any idea? Thanks a lot!

Suggest you contact support http://support.yessoftware.com.

PS.
You did do a full publish?
Compare files at target location with projectfiles
(.js styles etc.)
Also compare with working Java example file that works.
This last info got me thinking about publish settings.
